citizens of India specially in the states of Madhya Prades, Chhatishgarh,

with the wide network of nearly 10000 centres of All India Society for
Electronics and Computer Technology (AISECT) spread all over India. The Vision
for CSC is to make various digital services accessible to the common man in his
rural locality, throughout his life through an integrated service delivery
platform thereby ensuring efficiency, transparency and reliability at affordable
costs to meet his basic needs.
The success of the portal is amply demonstrated by its reach within the state,
the breadth of services offered, the confidence of government departments in the
portal to increasingly offer services exclusively through AISECTOnline and the
ever increasing number of citizens accessing the portal to avail services.
What is AISECT?
Established in 1985, AISECT is today India’s leading educational, training
and services network with an unrivalled spread of over 11,000 centres across 27
states and 3 Union Territories in the country. AISECT’s multi-purpose centres
cover about 6000 panchayats, hundreds of blocks and more than 320 districts. The
organization’s mission is to reach out to the remotest corner of India and
promote ICT based training and services to empower people, generate employment
for the youth and unfold entrepreneurship based initiatives to create an
inclusive society. Till date, AISECT has transformed the lives of over 10 lakh
students through a host of skill enhancement programs and generated over 10,000
entrepreneurs in the country. AISECT has recently tied up with the National
Skill Development Corporation (NSDC) with an aim to skill about 1.3 million
youth within 10 years.
AISECT is primarily engaged in the areas of skill development and training,
development of models and teaching methodologies to strengthen the non-formal
education sector, services dissemination across semi urban and rural India and
execution of large e-Governance projects for the central and state governments,
all of which are aimed at achieving an objective of addressing the skill gaps
pertinent to the emerging needs of a rapidly growing economy. Headquartered in
Bhopal (Madhya Pradesh), AISECT is an ISO 9001:2008 certified organization which
plans to increase its franchisee network to about 15,000 centers and train
3,00,000 students annually within the next five years.
AISECT is a leading Service Centre Agency for the Central Government sponsored
Common Services Center (CSC) Project wherein it is setting up 2926 CSCs in
Madhya Pradesh, 1487 CSCs in Chhattisgarh and 585 CSCs in Punjab. AISECT is also
a part of the Financial Inclusion Scheme wherein it currently works as a
Business Correspondent (BC) as well as a Business Facilitator (BF) for the State
Bank of India in the CSC districts.
The organization is listed in the World Bank-IIM(A) joint study as one of the
most successful initiatives on Information & Computer Technology (ICT) for rural
development. Over the years, AISECT has won several prestigious awards including
Indian Innovation Award (2005), Golden Icon National e-Governance Award (2005),

(2011) and eGov Award for Best ICT in Financial Inclusion (2011).
What is NeGP?
The National e-Governance Plan (NeGP), takes a holistic view of e-Governance
initiatives across the country, integrating them into a collective vision, a
shared cause. Around this idea, a massive countrywide infrastructure reaching
down to the remotest of villages is evolving, and large-scale digitization of
records is taking place to enable easy, reliable access over the internet. The
ultimate objective is to bring public services closer home to citizens, as
articulated in the Vision Statement of NeGP.
The Government approved the National e-Governance Plan (NeGP), comprising of 27
Mission Mode Projects and 8 components, on May 18, 2006. In the year 2011, 4
projects - Health, Education, PDS and Posts were introduced to make the list of
27 MMPs to 31 Mission Mode Projects (MMPs). The Government has accorded approval
to the vision, approach, strategy, key components, implementation methodology,
and management structure for NeGP. However, the approval of NeGP does not
constitute financial approval(s) for all the Mission Mode Projects (MMPs) and
components under it. The existing or ongoing projects in the MMP category, being
implemented by various Central Ministries, States, and State Departments would
be suitably augmented and enhanced to align with the objectives of NeGP.
What is a Common Service Centre (CSC)?
The CSC is a strategic cornerstone of the National e-Governance Plan (NeGP),
approved by the Government in May 2006, as part of its commitment in the
National Common Minimum Programme to introduce e-governance on a massive scale.
The CSCs would provide high quality and cost-effective video, voice and data
content and services, in the areas of e-governance, education, health,
telemedicine, entertainment as well as other private services. A highlight of
the CSCs is that it will offer web-enabled e-governance services in rural areas,
including application forms, certificates, and utility payments such as
electricity, telephone and water bills. In addition to the universe of G2C
services, the CSC Guidelines envisage a wide variety of content and services
that could be offered as listed below:
- Agriculture Services (Agriculture, Horticulture, Sericulture, Animal
Husbandry, Fisheries, Veterinary)
- Education & Training Services (School, College, Vocational Education,
Employment, etc.)
- Health Services (Telemedicine, Health Check-ups, Medicines)
- Rural Banking & Insurance Services (Micro-credit, Loans, Insurance)
- Entertainment Services (Movies, Television)
- Utility Services (Bill Payments, Online bookings)
- Commercial Services (DTP, Printing, Internet Browsing, Village level BPO).
The CSC Scheme creates a conducive environment for the private sector and NGOs
to play an active role in implementation of the CSC Scheme, thereby becoming a
partner of the government in development of rural India. The PPP model of the
CSC scheme envisages a 3-tier structure consisting of the CSC operator (called
Village Level Entrepreneur or VLE); the Service Centre Agency (SCA), that will
be responsible for a division of 500-1000 CSCs; and a State Designated Agency
(SDA) identified by the State Government responsible for managing the
implementation in the entire State.
Please note that AISECT is the SCA in the state of Madhya Pradesh, Chhatisgarh
and Punjab.
What an IT enabled CSC or the Village Level Entrepreneur (VLE) offers services

An ICT enabled CSC or the Village Level Entrepreneur (VLE) can:

convenient and efficient manner through the CSCs across rural India.
